AMS Filing Bill of Lading Type

AMS

As a freight forwarder or NVOCC, shipments destined for, transiting or FROB through US require the filing of house bill (HBL) in US AMS system.

Code Name Filer Explanation
0 or space Regular bill Carrier
  1. Destination and discharge port are in the US
  2. When carrier files MBL as Regular bill, forwarder doesn't need to file corresponding HBL
  3. Shipper/consignee in MBL must be real as forwarder cannot file corresponding HBL
B Regular Bill Foreign Retained On Board (FROB) Carrier
  1. Similar to Regular bill but discharge port is not in US (for transshipment)
  2. When carrier files this MBL type, forwarder doesn't need to file corresponding HBL
  3. Shipper/consignee in MBL must be real as forwarder cannot file corresponding HBL
  4. In practice, for US transshipment, carrier usually files this MBL type and submits ISF5 to reduce forwarder's cost
M Master Bill Carrier
  1. Destination and discharge port are in the US
  2. This is the master bill for US-destined cargo
  3. When carrier files this MBL type, forwarder must file corresponding HBL
N House Bill Carrier, Forwarder, NVOCC
  1. Destination and discharge port are in the US
  2. This is the house bill for US-destined cargo, filed by forwarder/NVOCC (can also be filed by carrier)
  3. When carrier file MBL as Master Bill, forwarder must file House Bill AMS and ISF10
O Master FROB Carrier
  1. Master bill for US transshipment or FROB cargo, filed by carrier
  2. When carrier files AMS as Master FROB, forwarder must file corresponding House FROB and ISF5
P House FROB Carrier, Forwarder, NVOCC
  1. House bill for US transshipment or FROB cargo, filed by forwarder (can also be filed by carrier)
  2. For FROB and transshipment, forwarder/NVOCC must file AMS as House FROB
